Returned to sender is a common policy used by post carriers to handle items that could not be delivered. If an item could not be delivered for any reason, the item would be sent back to the indicated return address.
When we say the time a package takes to come back to you depends on the service you pay for, we're talking about the service you paid for when you first bought the original label. For example, if you paid for Priority Mail service, then delivery typically occurs anywhere from 1-4 business days.
There are several reasons why USPS or UPS may return a package as undeliverable: The address was incomplete or incorrect. The package information didn't match what was entered on the label, and the postage owed was not charged through the USPS APV System. The recipient declined the package.
The designation Returned to Sender in the Status field of the Tracking Summary or Detail page or in Quantum View® Manage means that the shipment was returned to the original sender. Possible reasons for return include, but are not limited to: Shipment being refused by the intended receiver.
Tracking your return receipt by mail is available when you access www.usps.com (under “Quick Tools,” click on Tracking) or call toll-free 800-222-1811.
All you need to do is write “RETURN TO SENDER” on the front of the envelope and put it back in your mailbox. Your postal worker will take care of it for you from there.

If there's no way to identify the package's intended delivery address or sender, then the USPS discards, donates, recycles, or auctions the item off.

The amount of time that it takes mail to be returned to sender will vary based on the services that have been purchased for the mailpiece, the mail class used to send the mailpiece, and mail services that affect delivery time - such as a Change of Address or Hold.
The sender did not correctly seal the parcel, had it incorrectly packed, or it was not suitable for shipping.
File a Claim
If your mail or package included insurance, you may be able to file an insurance claim. For damaged or missing contents, we recommend filing a claim immediately, but you must file no later than 60 days from the date of mailing.
How do I fix undelivered returned to sender USPS?
